The Rimworld way works great as long as you don't know how simple the story aspect really is or can suspend your disbelief and immerse yourself. The outcomes are a random sequence of events, but since the human mind has a tendency to see patterns where there are none, the player will eventually encounter events that inspire them to create a story almost out of whole cloth, often without even realising they are doing so. Make a lot of dice rolls, fudge the numbers a little, and then present it to the player in a more attractive coat. Rimworld's method as outlined by Tynan in interviews is randomness. DF's approach is what you said - Toady talked a lot about how the goal is to simulate a world down to the small interactions and from there the player can pick out the interesting stories, filling in the details no game could simulate. I used to be extremely into storytelling games and searched out as much as I could find of the devs talking about them. The funny thing is, imagination is even more important to Rimworld than to DF. I'll never forget that one time I discovered that hydras were 1. The intruders had become the sport for the King's pet, his own personal war-hydra. That's when they realised the legends were true and that they had walked straight into a trap. Then another pair, and another, then five more. There would be a pair of eyes, yellow, evil and hungry. Inching their way forward, meter by agonising meter, they would soon hear a low, soft, hissing. All of a sudden, the gate would close, sealing them in and, with no choice in the matter, forward would be the only way to go. Then they'd hear a gate open further up the hill, they'd go and investigate and, would you imagine their luck, someone left the backdoor open! As they enter they find a dark corridor, clearly this is used to remove the refuse from the fortress because it stinks to high heaven. Come siege, the outer steel gates would close, the bronze bridge would be raised, keeping the attackers out. In times of peace, a visitor would enter through the golden gates of the castle, down the silver-plated promenade, flanked by the most exquisite marble statues before heading deeper into the fortress.
